Abstract

Este trabalho apresenta uma matriz institucional direcionada à identificação das principais pressões atualmente existentes para a reforma do modelo histórico de organização dos sistemas nacionais de telecomunicações. Até a década de 80, esse modelo - na Europa conhecido por PTT (Post, Telegraph and Telephone) - constituia um monopólio público ou quase-público.
