Resumo Etica e liberdade de informação são essenciais à sociedade democrática. A liberdade de comunicação diz respeito à grande mídia, mas vai muito além dela. Engloba uma pluralidade de modalidades, veículos e conteúdos de comunicação, inclusive a comunicação popular e comunitária há décadas desenvolvidas na América Latina. Mas cabe perguntar: quem pode exercer a liberdade de comunicação? E uma questão de exercício da cidadania e de consciência do direito ao acesso à comunicação. Palavras-chave: ética, democracia, cidadania. Resumen Etica y liberdad de información son esenciales a la sociedad democrática. La liberdad de comunicación habla a respecto de los grandes medios de comunicación, pero siegue más allá de ella. Engloba una pluralidad de modalidades, vehículos y contenidos de la comunicación, incluso la comunicación popular y comunitaria hace décadas desarrolladas en Latin América. Pero, cabe preguntar: quién puede ejercer la liberdad de comunicación? Es una cuestión de ejercicio de la ciudadanía y de la conciencia del derecho al acceso a la comunicación. Palabras-clave: ética, democracia, ciudadanía. Abstract Ethics and freedom of information are essential to the democratic society. Freedom of communication is related to mass media, but goes far beyond it. It involves a plurality of modalities, means and content of communication, including popular and community communication, which have been developing for decades in Latin America. However, we can ask: who can exercise the freedom of communication? This is a matter of exercising one's rights and duties as a citizen, and of conscience of the right of access to communication.
