Abstract

O artigo procura identificar os eixos da via européia no rumo a uma Sociedade da Informação por meio da análise crítica dos documentos da Comissão Européia e de suas principais ações. Baseado no domínio referencial da liberalização, da desregulamentação e da competitividade mundial, o modelo da Sociedade da Informação manifesta, no seu nível de acesso, um "nó de górdio" que questiona o princípio de serviço universal.
